An official delegation from the Ministry of National Education of Rwanda is conducting a study visit and experience-sharing exchange in Djibouti from October 4 to 8, 2026
This study visit, designed as an exchange of best practices, focuses on educational publishing and the production chain of French-language textbooks. It is co-organized by the International Organization of La Francophonie (OIF) through CREFA, and MENFOP through CRIPEN.
In this context, the Secretary-General of MENFOP, Mohamed Abdallah Mahyoub, alongside the Director of CREFA, Mrs. Rennie Yotova, sponsored today the launch of a capacity building workshop on the integrated production chain of French-language textbooks. The event took place at CRIPEN, bringing together around twenty executives and officials from the aforementioned institutions.
On behalf of the delegation, Dr. Flora Mutezigaju, Deputy Director General of the Rwanda Basic Education Board, warmly thanked the leaders of MENFOP and CREFA for the hospitality and high regard shown to them. She highlighted the open-mindedness and strong interest of her delegation in curriculum development and the editorial chain, which are the hallmarks of CRIPEN, MENFOP's specialized agency in this field.
The Director of French Language Teaching and Learning at the OIF and Head of CREFA, Dr. Rennie Yotova, strongly reaffirmed the value of this experience-sharing exchange covering the various stages of the publishing chain.
The Secretary-General of MENFOP emphasized the importance of this study and exchange visit, which is designed to deeply examine "the educational publishing chain, spanning from the design to the dissemination of textbooks and pedagogical materials, through writing, reviewing, layout, printing, and distribution." With these words, Mr. Mahyoub officially declared the workshop open.
The workshop sessions began with a brief presentation by the General Inspector of National Education, Mohamed Abdo, who gave a quick overview of the history and evolution of the Djiboutian educational system.
The Director of Pedagogical Research and Publishing at CRIPEN, Mr. Chehem Abdallah Hassan, presented educational publishing, which is CRIPEN's core mission. This first presentation paved the way for a series of briefings on the design of French-language textbooks, pedagogical validation, and alignment with national curricula.
